The health and well-being of all attendees of NBNO is of the utmost importance. We are closely monitoring the air quality situation from the forest fires in Canada. Based on expert reports, we are optimistic the meet will run off without any issues. We will continue tracking the conditions with close communication with health professionals. FRANKLIN FIELD STADIUM POLICIES

AWARDS
Awards will be provided to the top 6 places in all 4 divisions (Middle School, Freshman, Rising Stars and Championship level events). Top 6 athletes in each event will be called to the podium no less than 30 minutes after the conclusion of their event.
Top six places in the Championship events will be named NBNO All Americans.
PRACTICE TRACK TIME
Franklin Field will be open for practice on Thursday, June 15, 2023 from 9:00 am – 12:00 pm.
Unfortunately due to safety concerns, there will be no long throws warmup on Thursday.

ATHLETE & COACH ADMISSION
Athletes will be admitted into the stadium using their wristband which they will receive at packet pickup. Since this is their ticket for the weekend, there will be a $20 replacement fee for any lost wristbands.
Each team will receive one coaches pass for every team of 2-5 athletes and one additional coaches pass for each additional 5 athletes.
Every athlete who is competing in the long jump, triple jump, pole vault, and high jump will receive a pink coaches wristband in the packet which will give that coach access to a coaches box by the designated event.
Coaches must show ID that proves they are a coach. That could be a USATF coaching ID, state coaches association ID, or something similar.
If you are picking up an individual packet or single bib number, you MUST have a photo ID with you to get your packet. Parents are expected to purchase tickets – either advanced reserved seating or general admission.
Packet pickup is separated into TEAM and INDIVIDUAL pickup. The week of the meet, a list will be posted online so athletes and coaches will know which line to pick up their packet.
Attached to the race number will be a “backpack ticket.” This ticket must be removed from the bib number by New Balance staff only when redeeming for an athlete commemorative backpack.
MEDICAL
The University of Pennsylvania medical staff will be on site all weekend with EMT’s, trainers, and massage therapists. The medical staff is located at the back of the arena on track level at the red door by the throwing cage.
WARM-UP
Athletes may warm up outside the stadium at Penn Park across the bridge from Franklin Field
SPIKES
Only ¼” pyramid spikes are allowed on the track. We will check spikes at the entrance to the clerking area.
For Javelin and HJ, we will permit 9mm (close to ⅜) such that they are pyramids.
ATHLETE CHECK-IN / CLERKING
All athletes in running events must check in under the stadium by the Big East Gate, which is in the Southeast corner of the stadium by the sprint finish line. Call time is 30 minutes before your scheduled race time.
No announcements for check in will be made. Athletes and coaches are responsible for knowing the current event schedule which will be updated the final week before the meet.
All field events will check in at the event 30 minutes before schedule start time.
Field Event Coaches will be allowed on the infield in designated coaching boxes. You must have a coaching credential wristband to enter the infield. One coach per athlete only. Coaches must enter through the SW Corner of the track, off of what would be the back stretch during The Penn Relays.
RELAY CARDS
All coaches must fill out relay cards and turn in to the clerk at least 60 minutes prior to the scheduled start time of each relay. Relay cards are available at the clerking area and packet pick up.
FALSE START
In the Championship,Rising Stars, and Freshman divisions, one false start disqualifies the athlete who committed the offense.
For the Middle School division, a yellow and black card will be raised for a false start that will be assessed to the entire field. Any 2nd false start committed will result in a disqualification to the athlete.
RELAYS STARTING INFO
4×100 and 4×200 = Lanes all the way
4x400m, 1600 SMR, 800 SMR, Swedish Relay = 3 Turn Stagger
4×800 and DMR = 1 turn alley start
4×1 mile = Merge on straightaway

RELAY BATONS
Meet management will provide batons at the start of the race. Please do not bring your personal batons and make sure you return them as soon as the race is done.
THROWING AND POLE VAULT IMPLEMENTS
Implement inspection will be conducted at the site of the competition beginning 1.5 hours prior to the scheduled start of each event. There will be a golf cart that can bring athletes and coaches to and from the throwing area.

Pole vaulters may enter through the Big East Gate off of South Street Overnight Storage in the fenced in area by the Big East Gate (Southeast corner of the track by the sprint finish line). New Balance and the University of Pennsylvania are not responsible for lost poles.

JUMP/THROW FINALS
The eight competitors with the best valid and measured performances will be allowed three additional trials in the Final round. The order of competition for these trials will be in reverse order of the best performance in the first three trials.
ALL 100m, 200m, 100m/ 110m HURDLE and 4×100 FINALS
Per USATF rules, the number of preliminary heats and how athletes qualify for the 8-athlete Final will be determined based on entries
EXCEPT
Championship 100m Dash: Number of preliminary heats and how athletes qualify for the Semi-Finals will be determined based on entries. Semi-Finals will consist of 24 athletes with top two in each heat and next two fastest times qualifying for the Final.
LUGGAGE STORAGE ON DAY 4 OF THE MEET (SUNDAY ONLY)
Luggage storage on Sunday will be in the packet pick up room. There will be security in the luggage storage area, however, the University of Pennsylvania and New Balance are not responsible for lost/stolen articles.
RULES & SANCTIONS
USATF rules will apply to all events. Any protests must be filed in writing within 30 minutes of the results being posted online and must include a $40 cash deposit which will be returned if the protest is upheld.
To file a protest, please visit the check-in by the paddock area where you can inform security or clerk official your intention.
Athletes may wear a uniform of their choosing but we suggest following your state association rules.
This is an invitational style meet that is sanctioned by USATF. It is not sanctioned by any high school federation since it is contested after the official high school season.
