Lots of recipes for making DIY rosewater toner indicate to add essential oils to a water based product such as rosewater and/or witch hazel. The problem with this is that the essential oils will rise to the top of the formula. Even when shaking the product, you end up with essential oils on your face that aren’t properly diluted because oil and water simply don’t mix. To remedy this, you should use an emulsifier in your facial care recipes.
Polysorbate 20 is a gentle water-soluble emulsifier that works great for natural skin care products and even room sprays. It’s formed through a chemical reaction with a sugar alcohol, called sorbitol. Polysorbate 20 works as a nonionic surfactant and wetting agent that helps both essential oils and fragrance oils attach to liquid or gel cosmetic bases in order to prevent them from separating.
It’s easy to determine the amount of Polysorbate 20 you’ll need for your DIY rosewater toner recipe. Simply use the same amount of Polysorbate-20 as the essential oils in your recipe.
